La création, par la loi, de l'agence de développement touristique Atout France, née du rapprochement d’Odit France et de Maison de la France, permet la mise en œuvre d'une politique publique du tourisme plus coordonnée et plus efficace, notamment pour mieux promouvoir la destination France à l'étranger. Atout France est constitué sous la forme d’un groupement d’intérêt économique (GIE). Ce GIE est crée par contrat approuvé par arrêté du ministre chargé du tourisme.
L'agence exerce également des missions d'intérêt général dans le domaine du classement hôtelier et de la tenue du registre des opérateurs de voyages et de séjours et du registre des exploitants de véhicules de tourisme avec chauffeur.
