ON THE OTHER PART.IT HAS BEEN AGREED AND FOLLOWING THIS ORDERCHAPTER I: CLAUSES SPECIALARTICLE 1: SUBJECT OF THE TENDERThis contract is to develop a study of prior assessment of the implementation and operation of the new airport of Marrakech to Side Jezza as part of a Public-private partnership (PPP).ARTICLE 2: CONTEXT OF THE PROVISIONcontextMarrakech airport, 2nd airport in terms of passenger traffic nationwide, has treated 4 MPAX in 2014 represents approximately 25% of overall traffic. The Marrakesh airport, which recorded the highest growth at the national level since the signing of the open sky with the European union in 2006, will have to continue its momentum through the evolution of tourist traffic in the vision 2020 program. Indeed, growth prospects are good: indicative estimates of the traffic study prepared by the Ministry of equipment, Transport and logistics, evaluate demand to 10 million passengers, for the region Marrakech on the horizon 2030.Cependant the ultimate capacity of the airport facilities cannot exceed this figure (the platform with only a single track). Of Moreover, the operation of the current site is hampered by constraints: operating the airport causes noise on residents Airport is inserted into the urban fabric resulting in:-security of residents and aircraft constraints;-restrictions on overflights of the city;-congestion medium term of the access routes to the airport; the Royal Air Forces military base occupies more than 80% of the surface of the platform military flights (school) limit the ability of civilian aircraft movements. Also, and in light of all these constraints which reduce the potential for the development of this airport, the DGAC plans to create a new airport platform to a new site (Side Jezza) more favourable to the development of the airport. The site was chosen after a site selection study, prospecting 12 sites potential in the region of Marrakech and devoting the site Side Jezza as being the best on the basis of a multi-criteria analysis taking into account technical factors, socio-economic and physical.2.1 presentation of the project of the new airport of Marrakech in Side Jezza (NAMSZ) The Moroccan airport systemAirport network that covers the entire country, is made up of 25 platforms including 19 open to public air traffic international. This network can be classified into three categories on the basis of the role of each airport: 1 Hub of Casablanca Mohammed V: it has for vocation, traffic in correspondence and the long haul.2 - Primary network (traffic > 0.5 MPax): this network consists of large consolidated tourist airports (traffic > 0.8 MPax) including Marrakech, Agadir, Fez and airports airports in various vocations such as Tangier airport Rabat airport, the airport in Nador and Oujda airport;3 - Secondary network (traffic < 0.5 MPax): this network consists of airports of Laayoune, Ouerzazate, Dakhla, Essaouira, Al Hoceima, Goulimine, Tan Tan, Errachidia, Tétouan, Beni Mellal, Belcher and Zagora. These airports have a vocation of public interest and inter-territorialite. The Ministry of equipment, Transport and logistics boasts an airport master plan based on a short, medium and long term intervention program that will be implemented with the aim of increasing the capacities of some airports, transfers other airports to more appropriate sites and modernize the equipment of all open to public air traffic airports taking account of safety and security requirements.Development of airport facilities projects are intended to increase airport capacity of 24 million passengers currently to 90 million by the year 2035 and meet the sustained demand for traffic that will increase 17.3 MPax currently to 70 MPax in 2035 in satisfying the requirements of the standards of international bodies (ICAO) in security and safety matters and also permitting the processing of passengers and users in general in a good level quality of service.2.1.2 the strategy conclusions from previous studies for the Marrakech Menara airportMarrakech airport is essentially dedicated to the European tourists, who constitute more than 80% of passengers. The entrance of companies low-cost (LCC) in 2006, has stimulated competition and has resulted in a strong increase in traffic. Currently these companies dominate the market.Air cargo, which is carried by mixed flights, knows a decline due to the attendance of the CCA which aircraft are not suitable for the transport of air cargo. These factors make difficult the development of air cargo.2.1.2.1 development constraints It should be noted that the current airport has undergone several extensions to enable it to adapt its facilities at the request of the passenger traffic that continues to increase and allow its users in good security conditions, safety and treat its passengers with a good level of quality of service. The last current extension currently, concerns the construction of a T3 terminal, scheduled for the end of work for March 2016.Cette extension will increase the capacity of the airport facilities to 9MPax per year. Furthermore, the updated traffic forecasts show that the capacity of the terminals will be expired rather than expected, and can only proceed with other extensions given the current configuration of airport that does not.In terms of aeronautical infrastructure, it should be noted that the land boundaries of the airport and the urban development to its surroundings do not allow implantation d a second runway parallel to the existing one. These constraints will have consequences for the Marrakech Menara airport:UN more frequent maintenance of aeronautical infrastructure due to the increase in the number of annual movements on the only existing runway, which will disrupt the traffic destined to this plate forms as the nearest international airport in Marrakech is Mohammed remote v of about 200 km.Similarly, the current runway length (3090 m), does not allow the jumbo jets to take off fully loaded. 2.1.2.1 accompanying measures recommendedAccompanying measures recommended to improve the operation of the current platform are:-Stimulate tourist traffic; -Facilitate the operation of low-cost (LCC) airlines;-Manage the strong seasonality and traffic peaks.2.1.3 objectives of the new Side Jezza (NMASZ) Airport:The project of the new airport (NAMSZ) is part of the implementation of the national strategy for the development of the aviation sector on the horizon 2035, that advocated the construction of a second airport hub to relieve the existing airport. The vocation of the new airport would be: -To consolidate the European market;-Develop traffic long-haul and diversify the typology of airport traffic (European tourists represent 80% of passengers);− Provide a modern and efficient capacity for the treatment of passengers with a good level of service quality to increase the tourist attraction of the region;− Respond to future opportunities that could materialize with including maintenance of planes, the construction of hotels, development areas of exposure...;− Promote the airport area;− Alleviate the current airport and away so the saturation horizon− 2.1.4 the project site:The site chosen for the new airport is located in Side Jezza, 35 Km to the South of Marrakech. It has the following advantages: − the Agadir A7 motorway;− Close to the railway line; − Availability of sufficient land (4000 ha) which part belongs to the domain of the State;− Possibility of building 2 independent tracks or more.− land base sufficient for the very long term development.2.1.5 technical consistency of the project of the new airport's Side Jezza:Consistency of the works, for a first phase of the project, mid-term review of the partnership (horizon 2035):Sizing of aeronautical facilities in accordance with the requirements of ICAO aircraft code F-a track with a length of 3500 m * 60 m, with taxiway and ramps;-Parking had 30 positions including 25 code C, and 4 D code and 1 code E;Terminals (passenger terminal) surface Hors Œuvre −: 100000 m²;-A cargo terminal: 2000 m² with parking aircraft Surface: 30000 m2;− a control tower and technical block.− General Aviation: Surface parking platform: 20000 m²; Shed: 4000 m².NB: The consistency of the structures and their dimensions are given indicatively. They were determined by analogy from other airports of the same volume of traffic sizing. Also the consultant is expected to redefine the future facilities and their physical components program taking into account traffic forecasts.
