CHAPITRE I : CLAUSES PARTICULIERES

- des contraintes de sécurité des riverains et des avions ;
- des restrictions sur le survol de la ville ;
-une congestion à moyen terme des voies d’accès à l’aéroport ;

1 -Hub de Casablanca Mohammed V : il a pour vocation, le trafic en correspondance et le long courrier ;
2 -Réseau primaire (trafic>0,5 MPax) : ce réseau est constitué de grands aéroports touristiques consolidés ( trafic>0,8 MPax) dont aéroports de Marrakech,d’Agadir, et de Fès et des aéroports de diverses vocations tel que l’aéroport de Tanger l’aéroport de Rabat,l’aéroport de Nador et l’aéroport d’Oujda ;

ON THE OTHER PART.IT HAS BEEN AGREED AND FOLLOWING THIS ORDERCHAPTER I: CLAUSES SPECIALARTICLE 1: SUBJECT OF THE TENDERThis contract is to develop a study of prior assessment of the implementation and operation of the new airport of Marrakech to Side Jezza as part of a Public-private partnership (PPP).ARTICLE 2: CONTEXT OF THE PROVISIONcontextMarrakech airport, 2nd airport in terms of passenger traffic nationwide, has treated 4 MPAX in 2014 represents approximately 25% of overall traffic. The Marrakesh airport, which recorded the highest growth at the national level since the signing of the open sky with the European union in 2006, will have to continue its momentum through the evolution of tourist traffic in the vision 2020 program. Indeed, growth prospects are good: indicative estimates of the traffic study prepared by the Ministry of equipment, Transport and logistics, evaluate demand to 10 million passengers, for the region Marrakech on the horizon 2030.Cependant the ultimate capacity of the airport facilities cannot exceed this figure (the platform with only a single track). Of Moreover, the operation of the current site is hampered by constraints: operating the airport causes noise on residents  Airport is inserted into the urban fabric resulting in:-security of residents and aircraft constraints;-restrictions on overflights of the city;-congestion medium term of the access routes to the airport; the Royal Air Forces military base occupies more than 80% of the surface of the platform  military flights (school) limit the ability of civilian aircraft movements.Also, and in light of all these constraints which reduce the potential for the development of this airport, the DGAC plans to create a new airport platform to a new site (Side Jezza) more favourable to the development of the airport.The site was chosen after a site selection study, prospecting 12 sites potential in the region of Marrakech and devoting the site Side Jezza as being the best on the basis of a multi-criteria analysis taking into account technical factors, socio-economic and physical.2.1 presentation of the project of the new airport of Marrakech in Side Jezza (NAMSZ) The Moroccan airport systemAirport network that covers the entire country, is made up of 25 platforms including 19 open to public air traffic international. This network can be classified into three categories on the basis of the role of each airport: 1 Hub of Casablanca Mohammed V: it has for vocation, traffic in correspondence and the long haul.2 - Primary network (traffic > 0.5 MPax): this network consists of large consolidated tourist airports (traffic > 0.8 MPax) including Marrakech, Agadir, Fez and airports airports in various vocations such as Tangier airport Rabat airport, the airport in Nador and Oujda airport;3 - Secondary network (traffic < 0.5 MPax): this network consists of airports of Laayoune, Ouerzazate, Dakhla, Essaouira, Al Hoceima, Goulimine, Tan Tan, Errachidia, Tétouan, Beni Mellal, Belcher and Zagora. These airports have a vocation of public interest and inter-territorialite. The Ministry of equipment, Transport and logistics boasts an airport master plan based on a short, medium and long term intervention program that will be implemented with the aim of increasing the capacities of some airports, transfers other airports to more appropriate sites and modernize the equipment of all open to public air traffic airports taking account of safety and security requirements. Similarly, the current runway length (3090 m), does not allow the jumbo jets to take off fully loaded. 2.1.2.1 accompanying measures recommendedAccompanying measures recommended to improve the operation of the current platform are:-Stimulate tourist traffic; -Facilitate the operation of low-cost (LCC) airlines;-Manage the strong seasonality and traffic peaks.2.1.3 objectives of the new Side Jezza (NMASZ) Airport:The project of the new airport (NAMSZ) is part of the implementation of the national strategy for the development of the aviation sector on the horizon 2035, that advocated the construction of a second airport hub to relieve the existing airport.The vocation of the new airport would be: -To consolidate the European market;-Develop traffic long-haul and diversify the typology of airport traffic (European tourists represent 80% of passengers);− Provide a modern and efficient capacity for the treatment of passengers with a good level of service quality to increase the tourist attraction of the region;− Respond to future opportunities that could materialize with including maintenance of planes, the construction of hotels, development areas of exposure...;− Promote the airport area;− Soulager l’aéroport actuel et éloigner ainsi l’horizon de sa saturation− 2.1.4 Site du projet :Le site choisi pour abriter le nouvel aéroport est situé à Side Zouine, à 35 Km au Sud de Marrakech .

OTHER. IT HAS BEEN AGREED AS FOLLOWS CHAPTER I: SPECIAL PROVISIONS ARTICLE 1: PURPOSE OF THE TENDER This contract is for the development of a preliminary assessment of the implementation study and operation of the New Marrakech Airport Zouine Side as part of a Public Private Partnership (PPP). ARTICLE 2: CONTEXT OF THE PROVISION context The Marrakesh airport, the second airport in terms of passenger traffic at the Nationally, processed 4 MPAX in 2014 or about 25% of the overall traffic. The Marrakech Airport which recorded the strongest growth at the national level since the signing of the open sky with the European Union in 2006, will have to maintain momentum through the development of tourist traffic in line the program of the vision 2020. Indeed, its growth prospects are good: an indication, the forecast of the traffic study prepared by the Ministry of Equipment, Transport and Logistics, assess demand at 10 million passengers for the Marrakech region on the horizon 2030.Cependant the ultimate capacity of the airport facilities shall not exceed the latter figure (the platform with only a single track). In addition, the operation of the current site is hampered by constraints:  The operation of the airport causes noise on residents  The airport is inserted into the urban fabric generating: - Security constraints of local residents and aircraft; - restrictions on flying over the city; -a medium-term congestion of access routes to the airport;  The military base of Royal Air Forces occupies over 80% of the surface of the platform  The military flights (school) limit the ability of movements of civil aircraft. Also, and given all the constraints that reduce the potential development of this airport, the DGAC plans to create a new airport platform to a new site (Side Zouine) more favorable to the development of the airport. The site was chosen after a study of siting, prospecting 12 potential sites in the Marrakech region and dedicating the site Side Zouine as the best on the basis of an analysis Advanced taking into account technical, economic and physical socio. 2.1 Project Overview New Marrakesh Airport Side Zouine (NAMSZ) Moroccan airport system The airport network that covers the entire country, consists of 25 platforms, including 19 open . The international civil air traffic This network can be classified into three categories according to the role of each airport: 1 -Hub Casablanca Mohammed V: its aim, traffic mapping and long haul; 2 primary -Réseau ( Traffic> 0.5 MPAX): This network consists of large consolidated tourist airports (traffic> 0.8 MPAX) airports including Marrakech, Agadir and Fes and airports in various vocations as Tangier Airport Airport Rabat Airport Nador and Oujda airport; 3 secondary -Réseau (traffic <0.5 MPAX): This network consists of Laayoune airport, Ouerzazate, Dakhla, Essaouira, Al Hoceima, Goulimine, Tan Tan Errachidia, Tetouan, Beni Mellal, Benslimane and Zagora. These airports have a vocation of public interest and inter-territoriality. The Ministry of Equipment, Transport and Logistics Airport has a master plan based on a short intervention program, medium and long term which will be implemented with the aim of increasing the capacity of some airports transferred to other airports to more appropriate sites and modernize equipment for all airports open to public air traffic into account the requirements safety and security. The airport facilities development projects designed to increase airport capacity by 24 million passengers currently to 90 million by 2035 and meet demand sustained traffic increase from 17.3 at present to 70 MPAX MPAX in 2035 while meeting the requirements of the standards of international bodies (ICAO) safety and security of materials and also allowing the processing of passengers and users in general a good level of service quality. 2.1.2 Findings the Strategy from previous studies for the airport of Marrakech Menara Marrakech Airport is mainly dedicated to European tourists who make up more than 80% of passengers. The entry of low cost carriers (LCC) in 2006, has stimulated competition and resulted a strong increase in traffic. Currently these companies dominate the market. Air cargo, which is transported by joint flights experiencing a decline due to the attendance LCC whose planes are not suitable for transporting air cargo. These factors make it difficult to develop freight air. 2.1.2.1 Development Constraints Note that the current airport has undergone several extensions to enable it to adapt its facilities at the request of passenger traffic continues to increase and to welcome its users under good conditions safety, security and treat its passengers with a good level of service quality. The latest expansion now underway, involves the construction of a terminal T3 whose completion is scheduled for March 2016.Cette expansion will increase the capacity of the airport facilities 9MPax / year. Furthermore, traffic forecasts updated show that the capacity of the terminal will be exceeded more than expected, and will make further extensions given the current airport configuration that does not allow it. In terms of aviation infrastructure, it Note that the boundaries of the airport land and urban development in the surrounding area do not permit the establishment of a second parallel runway to the existing. These constraints will be consequences for the airport of Marrakech Menara: Un more frequent maintenance of aeronautical infrastructure due to the increase in the number of annual movements solely on the existing runway, which will disrupt traffic to this platform to especially as the nearest international airport in Marrakech is the Mohammed V remote 200 km. Similarly, the length of current track (3090m), does not allow large aircraft to take off fully loaded. 2.1.2.1 Measures Accompanying advocated Accompanying measures recommended to improve the operation of the current platform are: - To stimulate tourist traffic; - To facilitate the operation of Low cost airlines (LCC) - Manage and strong seasonal traffic spikes . 2.1.3 Objectives of the New Airport Side Zouine (NMASZ): The new airport project (NAMSZ) is part of the implementation of the national strategy of development of the aviation sector by 2035, which advocated the construction of a second airport platform to relieve the existing airport. The vocation of the new airport would be to: - Consolidate the European market; - Develop long haul traffic and diversify airport traffic typology (European tourists 80% of passengers); - Providing a modern and efficient reception capacity for handling passengers with good service quality level to increase the tourist attraction of the region; - Responding to future opportunities that could materialize including aircraft maintenance, hotel construction, the development of exhibition areas ...; - Promote the airport sector; - Relieve the existing airport and away and the horizon of its saturation - 2.1.4 Project Site : The site chosen to house the new airport is located in Side Zouine, 35 km south of Marrakech. It has the following advantages: - Proximity of the Agadir motorway A7; - Proximity of the railway line; - Availability of sufficient land (4000 ha), much of which belongs to the domain of the State; - Possibility to build 2 or more independent tracks; - Plate sufficient land for the very long term development. 2.1.5 Technical Consistency Project New Side airport Zouine: Consistency of works for the first phase of the Project, halfway through the partnership (horizon 2035): Design of aviation facilities in accordance with ICAO requirements for aircraft F code - a track with a length of 3500m * 60m, equipped with taxiway and ramps; -A 30 aircraft parking positions, including 25 C code, and 4 code D and E 1poste code; - Terminals (passenger terminals) surface Work Out: 100000m²; -A cargo terminal: 2000 m² with aircraft parking area: 30000 m2; - a control tower and technical block; - General Aviation: Surface Parking platform: 20000 m²; Hangar 4000 m². Note: The consistency of structures and their design are indicative. They were determined by analogy from sizing other airports same amount of traffic .Also the consultant is expected to redefine the program of future facilities and their physical components given the traffic forecasts.
