Le présent marché a pour objet l’élaboration d’une Etude d’évaluation préalable de la réalisation et l’exploitation du Nouvel Aéroport de Marrakech à Side Zouine dans le cadre d’un Partenariat Public-Privé (PPP).

L’aéroport de Marrakech, 2ème aéroport en termes de trafic passagers à l’échelle nationale, a traité 4 MPAX en 2014 soit environ 25% du trafic global. L’Aéroport de Marrakech qui a enregistré la plus forte croissance à l’échelle nationale depuis la signature de l’open sky avec l’union européenne en 2006, sera amené à continuer sur sa lancée grâce à l’évolution du trafic touristique inscrit dans le programme de la vision 2020.

En effet, ses perspectives de croissance sont bonnes : à titre indicatif, les prévisions de l’étude de trafic élaboré par le Ministère de l’Equipement , du Transport et de la Logistique , évaluent la demande à 10millions de passagers, pour la région Marrakech à l’horizon 2030.Cependant la capacité ultime des installations de l’aéroport ne peut dépasser ce dernier chiffre (la plate forme ne disposant que d’une seule piste). De surcroit, l’exploitation du site actuel est gênée par des contraintes :
 L’exploitation de l’aéroport entraîne des nuisances sonores sur les riverains
 L’aéroport est inséré dans le tissu urbain engendrant:
- des contraintes de sécurité des riverains et des avions ;
- des restrictions sur le survol de la ville ;
-une congestion à moyen terme des voies d’accès à l’aéroport ;
 La base militaire des Forces Royales Air occupe plus de 80% de la surface de la plate-forme
 Les vols militaires (école) limitent la capacité des mouvements des avions civils.

Aussi , et compte tenu de toutes ces contraintes qui réduisent le potentiel du développement de cet aéroport, la DGAC projette de créer une nouvelle plateforme aéroportuaire dans un nouveau site (Side Zouine) plus favorable au développement de l’aéroport.
Le site a été choisi après une étude de choix de site, prospectant 12 sites potentiels dans la région de Marrakech et consacrant le site Side Zouine comme étant le meilleur sur la base d’ une analyse multicritères tenant compte des facteurs techniques, socio économiques et physiques.


2.1 Présentation du projet du Nouvel Aéroport de Marrakech à Side Zouine (NAMSZ)
